Paula P. Lyon, Chief Executive Officer
Paula Lyon, the Founder & CEO of Patrona Corporation, is responsible for its creation, development and growth. She directs corporate and operational functions for the Company, including Program Management, Human Resources, Accounting Operations, Marketing, Communications and Strategic Planning. She also manages staff recruitment and utilization, and the 8(a) Certification status as well as the Virginia Small, Women- and Minority-owned Business Program (SWaM) Certification status. Ms. Lyon continues to develop and lead the corporate business plan, identifying business opportunities and working with partners to develop and execute business strategies.
Prior to founding Patrona Corporation, Ms. Lyon provided support services to various business units of Verizon Business (formerly MCI Telecommunications), including Network Management, Network Services, Customer Service, Human Resources, and Multimedia Productions. She also managed the internal video conferencing network, the satellite-based business television network and Corporate Communications, including the department web site and numerous company newsletters. Ms. Lyon's experience in budgeting, forecasting, cost analysis, equipment procurement, and marketing -- gained while working with one of MCI’s joint venture, start-up companies -- were also leveraged in the founding of Patrona.
A native of Washington State, Ms. Lyon holds a bachelor’s degree in political science from the University of Washington.
Joseph C. Novak, President
Joseph Novak is Co-Founder of Patrona Corporation and is responsible for its business planning, relationship building, development and growth. He is the direct line of communication between Patrona, our prime partners, and our customers. Mr. Novak oversees all aspects of contracts and task management as well as the capturing of new work for the Corporation.
With over 27 years of program support experience, Mr. Novak brings knowledge and insight related to acquisition, maintenance, construction, modernization, technical and logistics programs, technical analysis, quality assurance and logistics. His background includes:
- In-service Navy and industrial support,
- Acquisition program management,
- Safety and Quality Assurance, and
- Noise and Vibration, Acoustic Engineering.
Mr. Novak holds a Bachelors of Science in Mechanical Engineering from the University of Pittsburgh.
Daniel P. Lyon, General Counsel and Chief Financial Officer
Daniel P. Lyon is the General Counsel and Chief Financial Officer of Patrona Corporation. Mr. Lyon is one of the Co-Founders of Patrona and a member of the Board of Directors and the Executive Committee. Mr. Lyon is a leader of the corporate strategic planning process and negotiates all of the Corporation's business relationships. He monitors and insures corporate compliance with all Federal, State and local laws and regulations, including labor and employment law issues as well as the FAR's and DFAR's. Mr. Lyon controls litigation risk and, in the event of a lawsuit, hires and manages outside counsel and is personally involved in trial strategy, discovery and arguments. Mr. Lyon manages the Corporation's accounting department and corporate banking and other financial relationships.
Prior to establishing Patrona, Mr. Lyon had a succes sful legal career as a Principal, Director and Treasurer of McCandlish & Lillard, P.C., and led the firm's strategic planning efforts. Mr. Lyon has substantial experience as a trial attorney in complex civil and business litigation, and as a business attorney providing legal advice across a broad array of business issues. He also previously performed services as a Certified Public Accountant for KPMG Peat Marwick.
Mr. Lyon holds a Juris Doctor (with distinction) from George Mason University School of Law, where he was a member of the GMUSL Law Review, and earned a B.B.A. (Cum Laude) from James Madison University, where he was a member of the Beta Alpha Psi (Accounting Honor Society).
Neil C. Stubits, Chief Operating Officer
Neil Stubits is Chief Operating Officer and responsible for managing employees and executing multimillion dollars in direct annual revenue in support of U. S. Navy programs. Mr. Stubits oversees the technical operations including resource planning, execution, workforce development and customer interface. He assists the President in Strategic Planning and Business Development efforts.
Prior to joining Patrona, Mr. Stubits was the U.S. Navy Commander in charge of the Indian Head Division of the Naval Surface Warfare Center (NSWC) and brings Patrona 27 years of leadership and management experience at the corporate and operational levels within the Department of Defense (DOD). His military experience is extensive and spans from waterfront and depot maintenance and modernization to command at a NSWC Field Activity where he oversaw research, development, testing and manufacturing of propellants and explosives for weapons systems.
Mr. Stubits retired as a Navy Captain, but while on active duty he was a member of the Acquisition Professional Community and was certified to Level III in Production, Quality and Manufacturing and Level II in Program Management. He is a qualified Submarine Warfare Officer and Engineering Duty Officer and holds a Masters Degree in Mechanical Engineering from the Naval Postgraduate School and a Bachelors Degree in Chemical Engineering from Lehigh University.
