SeaPort Enhanced (SeaPort-e)

The SeaPort Enhanced (SeaPort-e) portal is an integrated approach to contracting for support services in the areas of Engineering, Financial and Program Management.  The Navy Virtual System (VS) Commanders, including NAVAIR, NAVSEA, NAVSUP, and SPAWAR, use the SeaPort-e portal as a standardized means of issuing competitive solicitations amongst a large and diverse community of approved contractors, as well as platform for awarding and managing performance-based task orders.  “This unified approach allows SeaPort-e service procurement teams to leverage their best work products, practices, and approaches across the Navy’s critical service business sector,” says Captain of the U.S. Navy K.R. Wheelock.  “Simply stated, SeaPort-e provides a faster, better and more cost-effective means of contracting for professional services.”

In March 2007, Patrona assembled a diverse team of highly qualified and experienced members, submitted a responsive proposal and in May 2007 was awarded a prime contract for SeaPort-e.  Patrona’s approach centers on a team of established companies with highly trained and experienced professionals that have extensive backgrounds in Navy engineering, acquisition, logistics, program management, financial planning and programmatic support.

EG&G.  EG&G has successfully delivered professional support services in the areas of Program Management, Acquisition, Engineering and Engineering Management, Logistics Support and Financial Management to the Government for over fifty years. Our experience in defense acquisition support demonstrates a disciplined and proven approach to the successful execution of systems acquisition programs from ACAT ID to IVT. Our experience includes all milestone decision points and acquisition phases, from concept exploration and program definition through engineering and manufacturing development, production, fielding/deployment and for major upgrades. We have a working knowledge of the requirements and standards that apply to acquisition program support and documentation, including the latest Federal Acquisition Regulations (FAR), DoD FAR Supplement and Navy Acquisition Procedures (NAPs), DoD 5000 Series Directives, Instructions and Regulations and DoN implementing instructions. Imagine One Technology & Management, Ltd. (Imagine One).  Imagine One is a rapidly growing, certified HubZone, 8(a), woman-owned, small business. Imagine One provides engineering, program management, logistics, and technical support to DOD and other Federal agencies. Imagine One’s core areas of expertise include contractor support and Business Financial Management (BFM) services for weapons systems acquisition programs and PEOs; systems engineering; Integrated Logistics Support (ILS); Configuration Management (CM); Command, Control, Communications, Computers, Intelligence, and Reconnaissance (C4ISR); software development; and distance learning systems to include computer-based training and web-based training.

SRI.  SRI is a Woman-Owned small business founded in 1991 in Virginia.  The Company has provided dedicated, reputable service to NAVSEA since 1994 and is well recognized for its support to the submarine maintenance community providing Program and Financial Management and Engineering and Technical Services.  SRI Principals have over 55 years combined experience in navy service and headquarters support. 

TIKRAS Technology Solutions Corp (TIKRAS). TIKRAS is a Service Disabled Veteran Owned Small Business (SDVOSB) dedicated to providing experienced and professional services to our Government and Commercial clients.  Specializing in information security and assurance and providing superior solutions in information technology, training and program management, TIKRAS offers True solutions to Real problems.

Triton Services (Triton).  Triton is a dynamic, advanced technology solutions and services provider, supporting customers primarily in the DOD and Intelligence Community. Triton’s core competencies include information systems, communication systems, systems engineering, and electronics manufacturing. Since its inception in 1994, Triton has provided leading edge, value-added solutions. Triton holds a Top Secret facility clearance, and is certified as a Veteran-Owned Small Business.

Key Triton technical services areas include technical studies and analysis, systems engineering, software engineering, system integration/test, and engineering support services. Quality Assurance

Ability to Monitor and Maximize Quality

One of Patrona’s first corporate documents generated was the Patrona Corporate Quality Plan.  Our Quality Plan will ensure that the contract performance meets or exceeds the requirements of all performance base statement of works associated with all Patrona contracts.  Our Quality Assurance (QA) approach applies disciplined measurement of our performance to contract metrics with continuous process improvement. This provides our clients with the highest quality of service throughout the contract life.  The foundation of our Quality Plan centers on ISO 9001 protocols to stress continual quality improvement through increasing efficiency, the reduction of costs, and customer satisfaction.

Patrona’s QA Approach accomplishes the following primary objectives ensuring that quality and regulatory requirements are integrated into our own Quality Management System (QMS).

  • Quality Principles.  We ensure that the quality principles are part of each project.
  • Implement QA Policies and Procedures.  We ensure policies and procedures are followed and establish the infrastructure for implementation of key procedures, including customer satisfaction, corrective action, continuous process improvement, preventive action, risk management, and formal inspections.
  • Performance Monitoring.  We ensure that the project team meets or exceeds the performance standards, and that metrics are collected in a complete and timely manner.
  • Status Reports.  We ensure that the project team reports (i.e., Quality Control Matrices for each PRST Item, Technical Reports, Monthly Narrative Report) are delivered in accordance with all contract clauses.

As part of our QMS, Patrona will work with our clients to ensure that all performance metrics rely on objective measurable evidence.  The independent nature of the QA function ensures this objectivity.  Each contract will cite the applicable performance standards in the PRST, which will provide the baseline performance requirements.  The PRST will specify: the service to be provided; the performance standard; and the monitoring method.

The QA Representative (QAR) will work with the PM and the client to collect the data necessary to evaluate task order performance.  Performance will be evaluated against each standard on a monthly basis in accordance with the requirements specified in the PRST.  Patrona will ensure that the following reports are delivered by the PM and QAR as required.

  • Copy of QC matrixes for each PST item (Documents performance during the month)
  • Technical Reports (Describes progress for the program to date)
  • Monthly Narrative Report (Summary of all task orders executed in support of each specific product)

Patrona documents all performance findings on a QA Monitoring Form.  This form is used to document the required service, performance standard, and method of evaluation.  If performance is less than satisfactory, additional details are gathered, root cause analysis is performed, and a corrective action is recommended.  Signatures are obtained, and the form is sent to the client as part of the monthly report.
 

Approach to Problem Resolution

The Patrona Team will function in an IPPD setting to facilitate the development of products and better communications.  Our team will perform advance planning of each task in detail to the requirements of the task prior to commencing work, in order to minimize any problems.  Patrona’s Program Manager (PM) will hold periodic meetings with all project and task managers, including subcontractors, to assure excellent communication between all team members.  As new requirements arise, the appropriate Project Manager will identify the personnel to accomplish the assigned task based on the proper qualifications to perform the work identified in the task instruction and provide the best overall solution for NSWC and NUWC.  Any changes or additions of personnel critical to the assigned task will be addressed with the cognizant Manager.  The PM will ensure that Project and Task Managers maintain a close working relationship with their customers in accomplishing their tasks.  Establishing close relationships within a cooperative team environment with our customers is the foundation that Patrona hopes to build upon.  The PM will also meet with clients frequently to ensure that the scope of work is supportive of the goals and objectives of the task, that the work is meeting or exceeding expectations, and that lessons learned are being incorporated to increase effectiveness and efficiency.  As routine tasks are identified, we will develop procedures consistent with our QMS to standardize the processes and products.  If a systemic problem is identified, all associated work will be stopped and an immediate team meeting convened to identify root causes and determine appropriate revisions to our processes.  Should there be an impact to schedules, the PM will establish a corrective action IPT that will plan accordingly to meet future milestones.  Our IPPD approach will be the key to assuring standardization, productivity, and quality; and we will continually discuss with customers their satisfaction with our deliverables.  The Patrona Team’s commitment to communications in the integration of our team’s efforts will be consistent with our commitment to quality.

Flow Down of Incentives to Our Team Partners

The PM will be responsible for the management to term awards.  He/she will establish performance measures based on the Award Term Criteria to track our performance with respect to customer expectations.  Patrona will maintain close working relationships with our Navy customers, and proactively monitor contract performance to ensure that findings submitted to the Award Term Review Board are positive.  In each of the subcontracts offered under the resultant contract, Patrona Corporation will include language that will act as a motivator throughout the performance of this contract. Our goal is to provide incentive to our subcontractors to reduce prices and increase the volume of work under the contract.
